You must build the organization on the strength of performance not just on designations. De-designate the teams and bind them in profiles.
Promote a team member only when a new profile comes up for a benefit in the organization. Do not promote just for raising designation. You can reward financially for a good performance.

There is invisible link between associate’s performance and financial performance of the organization. It is not the finance department who brings profit, it is the associates operate and maintain the Plant. All others are enablers.

Please note the person with a small repute in your company may have few solutions to problems…Hence without ignoring listen to them too.

The best of your team members deserve the best much above than average performers. Promotions must never be time bound and charity.
Get rid of non performers as fast as possible for they are just parasites.

AS CEO I took DECISIONS that too earlier, faster, and with greater conviction. Over the time I found and learned that wrong decision may be better than no decision.
